Human Resource Management is efficiently utilising several individuals and effectively used optimally to achieve organisational goals. This research aims know human resource management in improving employee performance the University of Syiah Kuala staffing section. study a qualitative approach with descriptive type. Data collection techniques using observation, interviews, documentation. The data analysis technique reduction techniques, presentation, conclusion. Based on findings, it was found that: 1) Programs that have been planned carried out improve include: formal education training for employees, providing work motivation, preparing career development plans, satisfaction State Civil Apparatus, placement Employees, apparatus evaluation. 2) strategy policies adjusted considerations targets institution. These are Recruitment system, evaluation system (evaluation). 3) Obstacles performance, namely: incompatibility abilities duties functions, lack motivation increase discipline an employee. 4) solution develop programs, participate learning assignments, apply effective communication methods, appreciate achievements, pay attention welfare creativity.
